The lands comprising the North Leslie Secondary Plan Area are located within the southern flank of the Oak Ridges Moraine. This area is characterized by a complex hydrogeological setting. Due to the natural setting and location of the site, the following policies provide guidance and benchmarks regarding the development of these lands:

• Places to Grow Act • Oak Ridges Moraine Conservation Plan
• Greenbelt Plan • York Region Official Plan
As part of the development application process, a Master Environmental Servicing Plan (MESP) was prepared. The hydrogeological component identified two phases: Phase I –Inventory and Mapping of all sensitive features, and Phase II – Analysis. The MESP required the protection of the natural heritage system, the surface and groundwater resources, and ecosystem functions and processes. Close coordination with numerous stakeholders and the Toronto Region and Conservation Authority (TRCA) was required to develop a comprehensive plan to address all requirements associated with the site. Phase II of the study is currently ongoing and will include an assessment of potential impacts, recommendation of mitigation measures, a water management strategy and a community awareness plan.
